Anyone wishing to enter Germany must meet specific health screening requirements that vary depending on the risk level attributed to the country from which they are traveling. A pre-departure testing requirement applies to all inbound passengers, whether they are onboard direct flight from risk areas or via transfers, and to all carriers, not just direct flights. Non-compliance with health screening requirements is a regulatory offense and can result in fines for both passengers and airlines. Here are the details.Health Screening Passengers entering from a risk area:
- Must carry proof of a negative antigen or PCR test result performed no more than 48 hours before entry
- Complete the Digital Registration on Entry (DEA) form (www.einreiseanmeldung.de) - Carriers must check this is done before boarding on all flights from risk areas
- Submit DEA to Federal Police at passport control (for non-Schengen passengers)
- Crew are exempt from having to submit DEA
- Transfer passengers (via Germany) don’t have to complete the DEA

- Passenger should be prepared for random checks by Federal Police at passport control
- Submit DEA to Federal Police at passport control (for non-Schengen passengers)
- Operators must check for proof of a negative result and deny boarding to anyone who doesn’t have it
- Crew are exempt from testing, if they’ve stayed in risk areas for less than 72 hours, they must complete a DEA
- Transfer passengers (via Germany) don’t have to complete the DEA or undergo testing
Passengers entering from an area with virus mutation (VOC):
- Must carry proof of a negative antigen or PCR test result performed no more than 48 hours before entry
- Complete the Digital Registration on Entry (DEA) form (www.einreiseanmeldung.de) - Carriers must check this is done before boarding on all flights from risk areas
- Passenger should be prepared for random checks by Federal Police at passport control
- Submit DEA to Federal Police at passport control (for non-Schengen passengers)
- Operators must check for proof of a negative result and deny boarding to anyone who doesn’t have it
- Crew and transfer passengers are Not exempt and must fill out DEA/ undergo testing
